The Failure of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are issued from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a capacity enabled by current data. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the approaching threat won't hit its mark this time, sparing the city from devastation and another blackout.

Persistent Threats

Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a defensive team – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.

Political Considerations

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a principle well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until situations evolve in its favour.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
